we should be see if there is a step note- without having to select the toggle
add something visual to indicate there is a note; currently the only way to know if there is a step note is to select the toggle-this is not helpful; at a glance I should be able to see if there is a note

Yes, we should be able to see notes just by hovering over the workflow title without clicking into each workflow or step/task.
